Paper Abstract:      The European Union has defined e-skills as an important requirement for inclusion in the Information Society (EU, 2007), a view that is further reflected in the recently published Digital Agenda for Europe (EU, 2010b). A project was initiated in 2009 by the CEN/ISSS Workshop on ICT skills to identify whether there was a need for a framework to describe the skills required by end users of computing resources. The aim was to obtain an understanding of end user e-skills, to identify the requirements for a reference framework and to outline tools that could benefit framework users. Initial research involved the examination of e-skills frameworks already in place in European countries. Following this, four potential target groups were identified. This paper describes the initial results of this work and an early outline of requirements for a framework.
